Republicans In Congress Just Advanced A Bill To Protect Anti-Gay Adoption Agencies

Kansas Governor Jeff Colyer today signed a bill today legalizing discrimination against gay couples who want to adopt children. The Wichita Eagle reports :. Colyer signed the bill Friday at Youth Horizons Kinloch Price Boys Ranch, a Christian nonprofit that offers residential care for boys with severe individual and family challenges. SB could have a sweeping, harmful impact in child welfare services by enabling discrimination against LGBTQ people, same-sex couples, interfaith couples, single parents, married couples in which one prospective parent has previously been divorced, or other qualified parents to whom an agency has an objection. The biggest barrier to placing children with families is a lack of qualified prospective parents; having the state give contractors and subcontractors a license to discriminate, thereby limiting the pool of prospective parents for no legitimate reason, is unconscionable and an unacceptable use of taxpayer dollars.
Foster and Adoption Laws
Joint adoption by same-sex couples is legal in twenty-seven countries as well as several subnational jurisdictions and dependent territories. Furthermore, some form of step-child adoption is legal for same-sex couples in five countries. Given that constitutions and statutes usually do not address the adoption rights of LGBT persons, judicial decisions often determine whether they can serve as parents either individually or as couples.
Prior to several rulings by the Supreme Court of the United States, adoption laws varied widely by state. Some states granted full adoption rights to same-sex couples, while others banned it entirely or only allowed the partner in a same-sex relationship to adopt the biological child of the other partner. On March 31, , a Federal District Court struck down Mississippi's ban on same-sex couples from adoption.
